I used to double line(each side has a different velcro type) the snaps to get a tighter fit, but that involved sewing. Now, I just have them single lined which makes them much faster to make.
If you need a tighter fit, just turn the velcro tabs to face the inside of the diaper.
Then your fit will be so much tighter than if you had the tabs facing the other way.
